OUR HISTORY

For over 40 years, United Administrative Services (UAS) has provided excellence in employee benefit plan administration with personalized customer service. Established as a privately held corporation in 1947, Stephen Chelbay Company focused on commercial and personal insurance and administration of Taft-Hartley multiple employer trust funds. In 1971 the business model expanded to become a Third Party Administrator (TPA) providing comparative consulting along with administrative services for benefit and insurance plans and was rebranded as UAS.

Judy Sargent

CEO

Judy joined United Administrative Services (UAS) in 1989 and 30 years later became the sole owner and CEO of UAS and Stephen Chelbay Company. She fulfilled a lifelong dream of leading a company that supports the wellbeing of its clients while connecting with a personal touch. Her extensive background in Retirement Plans and Health & Welfare Benefit Plan administration, gives her the experience and vision to transform a business established 60+ years ago into a leading provider of benefits and services for the 21st Century.

Sandy Stephenson

Vice President, Administration

Sandy joined United Administrative Services over 36 years ago and has over 30 years of experience in all aspects of Trust Fund administration with a concentration in Taft Hartley Plans. Her broad range of experience allows her to provide unparalleled support and personal service to our clients. In-depth knowledge combined with executive leadership skills and open, caring communications, makes Sandy a vital and valuable UAS team member.

Jessica Gomez

Vice President, IT

Jessica’s mantra is “numbers matter”. She has a passion for data accuracy and quality delivered by an experienced team of data processing professionals, focused on providing quality administrative services. Backed by state-of-the-art hardware and software, a fully integrated database, and comprehensive analytics, Jessica leads the charge in ensuring the security and privacy of clients and partners. With over 30 years of experience at UAS, Jessica combines historical knowledge of core systems with a vision towards future technology developments… because numbers matter.

Christy Tuminia

Account Executive

Christy joined United Administrative Services in 2015, bringing a rich background in benefits administration and comprehensive insurance plans. Committed to helping clients understand the complexities of benefit plans including HRA/FSA, COBRA, Medicare, and Affordable Care Act, she combines her consulting experience with a “customer-first” personal touch. As a fully licensed insurance agent in California, Christy also heads up the Stephen Chelbay Company corporate and personal insurance division.

Lupe Zambrano

Pension Manager

Lupe joined UAS in 2016 and is the Pension Department Manager. With her outstanding customer service and detailed work she was promoted to Manager in 2023. Lupe is bilingual in English and Spanish. She understands the importance of retirement planning to our clients and works closely with them to identify Defined Benefits, Defined Contribution, and 401(k) plans that will meet their future needs.

Joanna Pena

Account Executive – Pension

Joana has 15 years of experience in the Third-Party Administration industry with extensive knowledge of various Pension Plans. Due to her experience and versatile skill set, she is a dynamic Account Executive who plays a supportive role for all Defined Benefit, Defined Contribution and 401(k) Plans—navigating complex client requests which include support for Spanish-speaking members. Joanna takes great joy in providing exceptional and thorough client sesrvices, knowing that managerial team success is due to the hard work of the amazing UAS support staff.

Our team of professional consulting, marketing, pension, administration, claims and casualty professionals provide the highest level of cost-effective services. To accomplish such administration, we have a posture of total integration and, as such, all services are provided in-house. Our sincere commitment to providing our clients with excellent service has allowed us to remain a recognized leader in virtually every aspect of benefit plan administration.
